My husband and I have know about ICE for many years, and recently, it occurred to us that they might have solutions to some of the problems our coho group was facing. My understanding of his discussion with them was that they only deal with cities and towns that come to them. In other words, a coho group could not get help directly. A community (as in government entity) must come to them for help creating a CLT. We didn't quite see how this could be combined with cohousing, at least the way our group has been doing it.
