Historically they have preferred to work with low income community groups, rather than government agencies. They want to help form and support CLTs that will develop and/or own the underlying land for many homes rather than just one housing projects. You might talk with them again, and if nothing else, they have a legal and financial management manual that may be helpful for you. Jerry
