As with most statistics, a single number tells you very little. Local
zoning boards vary in willingness to grant a variance, and (at least
in Eastern Masachusetts) tend to weigh strongly input from abutters. In
any case, if you elect to go for a variance, it would be prudent to
get to know the abutters BEFORE you begin the process. Attending some
town planning board and/or zoning board meetings is instructive, too.
