To be structural, these panels have to be 
faced with Oriented Strand Board (a kind of particle board).

Two newspaper articles -- Reuter and the Washington Post -- reported the fact
that Seaside, Florida came through Hurricane Opal much better than most of
its neighbors for quite a long way on both sides. Both articles attributed
this to a variety of factors, including the fact that Seaside's building
codes are tougher than the local codes. Specifically mentioned was the fact
that they require plywood rather than particle board.
