...just to add to what John said:  Make that 3 1/2 years work!

It pays to get to the planning department, the mayor's office, the community
economic development agency, housing agencies, the police dept., habitat
for humanity, housing conferences and anybody else you can... as early as
possible.
  Also, try to come in from the top.  If you know anyone who knows
someone, get them to suggest an appointment.  Take a whiteboard, an agenda,
and pictures.
