What bothers me is the ratios.  People in category D are paying 30x what
people in category A are.  Yet the housing might only be 3-6 times as
expensive.  Seems to me that the "wrong" people might be discouraged.  Of
course, a real-life experiment will give you the facts on that
speculation.
