Well, it seems like good public policy would try to minimize the extra
cost. 

An example comes to mind: The proposal that I heard Ralph Nader gave the
other day when he was here for an enthusiastic rally of 350 - 400 people.  
I dont remember the specific application (outdoor lighting? remote
facilities? ) but having government use (or subsidy use) of photovoltaics
despite the extra cost over doing it other ways (and thus not meeting
"rational" economic sense at the present time) but which would increase
demand / production scale enough bring the cost / price down.
