Lawyer (or pretend lawyer) language would be the most off putting part to me. The irritation over figuring out "the owner's limited common element" would affect my feelings about the policy and I would object on grounds that have nothing to do with "keeping my dog on a leash when not in my yard." I like Rob's suggestion to start with goals. Why have rules? The goals will clarify this.
