I think this is a great idea, and has worked well for me in other settings. When this came up recently, somebody tossed out the idea that we could take our monthly workteam structure as a model to accomplish event planning. Twice a year each resident would be on a team whose task was to implement one or more community events that month -- poetry reading, games, crafts, trip to the water park, whatever.
