I think this is a great idea, and has worked well for me in other settings.
I think it's important to have budget guidelines and that sort of thing to
really give this team the resources they need to accomplish events planning.

Our Social Committee has gotten pretty burned out.  When this came up
recently, somebody tossed out the idea that we could take our monthly
workteam structure as a model to accomplish event planning.  Twice a year
each resident would be on a team whose task was to implement one or more
community events that month -- poetry reading, games, crafts, trip to the
water park, whatever.  Not only would this spread the load, it might
produce some interesting variety.
