It sounds to me as though most of these steering committees are
post-construction committees. Is a pre-construction steering committee
appropriate as well?

Sharingwood has a 6 person board of directors, as is common in most  CONDO
hoa's. The board is elected to 2 year  terms by the membership, with half
the board coming up for election at any year. The real process is that
people are asked to serve prior to any formal election. The board has broad
powers, defined by the legal HOA agreements of the CONDO, and represents the
community in any legal disputes or local governmental issues (2-3 such
things show up a year).

I did some research in the Cohousing-L archives on Steering Committees, but
did not find information relevant to what I was looking for. I am looking
for specific information about:

1) If your community does or does not have a Steering Committee

if yes,

2) How were the members of the Steering Committee chosen?

3) What powers does the Steering Committee have?

if no,

4) What organizational body do you have to coordinate the work of the
committees and take charge of issues that fall in between committees?
