Not sure why this would be a different number. Consensus means everyone
feels heard and is agreeing to the proposal. If the person is not an active
member of the community, do they have a say in consensus?

I don't want to continue the discussion but wanted to make that point.
Consensus means everyone.

But if you want to try to get a response from communities making a
distinction, be my guest!!!!!

Just "adults in the community" took weeks!
