Sometimes "equality" isn't the key. Certainly it was a mess when we 
rotated meeting facilitation so everyone got a turn. Nor would everyone 
be equally suited to being treasurer or secretary or 
email-responder-to-inquiries. 

In our case, the Steering Committee has only a few powers. But they need 
certain skills, and certain time and energy availability. And when it IS 
a matter they have to decide, it also helps to have business experience, 
experience of the group and its history, and the general trust of the 
group. And however "equal" members may be as valuable members of the 
human race, we really do have different talents. I would see some 
definite drawbacks in our group to either allowing or requiring each 
member to take a term on the Steering Committee. It also helps to have a 
group which reflects a balance of the diversity of the group, and by 
consciously choosing who would be a good addition to the individuals 
whose terms are continuing, we also improve the functioning of the 
Steering Committee.
