Individuals participate in consensus decisions, individually.
If we ever went to a vote, votes would be per household.

Quorum is based on households.
The assumption implicit in this seems to be that if only one spouse, for 
example, is present, that they can be counted on to be aware of the 
position, or concerns, of their spouse, and see to the inclusion of those 
ideas.
