You assume correctly, from what I've seen. There's no guarantee, of course,
but usually the families with children start committing after the houses
actually start going up. But our group had some people with kids from the
beginning. 

We have 25 households, 13 are 3 or more bedrooms, 8-2 bedrooms, and 4-1
beds. Fourteen households have children. You do the math.
