The logical way of approaching this is that a consensus decision stands unless there is consensus to change it. This is pretty much the rule we followed. Makes sense, and during the development, construction stage it prevents paralysis. Of course, if there is a serious rift it has to be discussed if community is to prevail. Once the community is functioning thse rules take on much less importance because issues generally get worked out without formal rules.
