There is an interesting sort of physiological effect that I have heard about where if you make it too difficult to revisit decisions, people become very entrenched about their positions because its too hard to change the system, so you have to get what you want right up front. If it's not too hard to revisit a decision, people may become less entrenched, because they know they can change it later. I recommend using some kind of percentage, like 20-30% in order to revisit a decision. That way its not impossible, but its also not frivolous either. If a person can convince 20% of their neighbors that its good for the community to revisit a decision, then it's probably reasonable to do so.
