Babysitting expenses

Sorry to bring this up again, but I would like a clarification form those in
the know.  It appears from my reading of the tax form (US HOA) that
babysitting is not an acceptable expense to be included in HOA dues (into an
official HOA account).  Also, I have been given some documents from
Wonderland, which in turn were provided by Nyland which contained a CPA's
opinion about which expenses/incomes were valid.  It stated that things like
meal programs and babysitting were not valid as well.

Are there any communities that include this expense in their official HOA
account/dues?

If so, do you know positively that this is a legitimate expense?

My assumption is that we will need to set up a separate private account to
handle such items.
