It appears that sociocracy may be a whole governance system that uses consensus decision making. One of my problems with using consensus in place of parliamentary procedure is that consensus is only a criteria for decision making. There is a lot more to running an association (or social system) than consensus. The first decision making level in parliamentary procedure is "general agreement". The chair says "Hearing no objections, we have general agreement" or something like that. In a good organization with good leaders, most decisions are made by consensus -- they just don't call it that.
