At Sharingwood we contracted and did much of the building of our commohouse ourselves, using volunteer member labor. One aspect of this was the EBC, the emergency bullshit Committee. It was three maybe four sometimes people who had the groups permission to make construction decisions on the spot. They consulted with each other, sometimes others, but owned the decisions. For example, they changed the position and type of skylights, consulted 5 or 6 additional people, then did it. I only recall one issue which was disagreed upon enough that they brought it the whole group, which took about 2 weeks to decide (it was not a time critical thing at all). Having 3-4 people on the EBC gave them I think a good balance point enough to bounce ideas and decisions off each other without getting too many opinions to the point things bogged down.
