I like the answer Rob Sandelin gave here once -- Consensus decisions are decisions of principle -- Should we electrify the fence on the south forty? How much are we willing to pay? Aesthetics? Expert decisions need to be made by experts, usually by a team in consultation with outside experts -- Which system is best and when to install? What is the risk if we don't install? What is the risk if we do? I still favor keeping the community fully informed of expert decisions so they know something is being done and can raise questions if they have them. I don't think it works to expect members to support and make decisions quickly when they are not kept informed of the process along the way. Part of the length of time a decision takes to make is the time it takes to bring the uninformed up to speed.
