Here in Tucson, AZ one must have a cooktop of some kind to qualify as a kitchen but oven is not required. I think there are probably different codes in each city. You can, by the way , bake cookies etc. in the convection oven. I haven't tried it but was told you can get three cookie sheets in to bake at one time with the "rack" to do so. The air cooks them equally well. Also, two pies etc. One can use either the microwave or the convection or both. Just more efficient than an oven. Don't know if I could get a 20# turkey in it or not but can get quite a bit in it at one time.
