The important thing, I think, is whether the affordable housing agency will waive any requirement that lottery winners (or people at the top of a waiting list) accept whatever unit they are offered or lose their chance. You don't want a resident who regards cohousing as the unfortunate thing about an otherwise nice place. In our case, we pursuaded the agency to allow potential residents to turn down our units (after an interview and maybe a couple of meetings) without being dropped to the bottom of the list. Of residents in our affordable units, some came to us through the agency program, and some found us other ways and then applied to the agency.
