Well, this is getting a bit off topic for cohousing I guess.

But, last points. I don't think radiant heat should make any noise.
If you hear the water circulating maybe you have air in the lines.
My system has an automatic air remover, Spirovent I think it's called.

And I guess I would sound insulate the boiler room.
