On that basis, here at RoseWind (24 households, Port Townsend WA) our pet policy boils down to any number of indoor pets- no rules max two pets who go outdoors, per household dogs leashed or (as when playing) under voice control, but not roving free; scoop poop cats can run free (though some real concern from bird lovers) no horses, cows, etc since we really don't have room quiet fowl or small critters like rabbits ok on private lots no pets in common house (allergies) We have several dogs and probably a dozen cats. We haven't had any problems. A barking dog, but not here anymore, and it was handled pretty well.
