At Heartwood we have a pet policy that basically says that pets can't harass
wildlife, other pets, or people.  It's the owner's responsibility to make
sure their pet isn't doing that.  Right now our whole community is pretty
much a dogs-can-romp-and-play-off-leash area, but some neighbors are not
comfortable with how much freedom the dogs have.

One solution I'd like to see us try would be to create a big community
fenced in dog run.  Individual dog owners wouldn't each have to build a dog
run and the dogs would have other dogs to play with so they might be less
likely to bark than they would be if they were fenced in all by themselves.

Who found a local rancher to adopt his dog, Sage because Sage was having
trouble getting along with the other community dogs and cats and we didn't
want to keep her fenced in.  (And because we now have 3 young children,
which is more than enough little dependent beings to take care of.)
