The best explanation I have heard for the difference between prejudice against members of a particular group ( conservatives, bad dressers, people with green eyes etc, and institutionalized discrimination ( racism, sexism, homophobia, able-ism, etc...), is that one the one case, people may hold negative views about another person or group, but there is no organized bias against them. Brash conservatives, , bad dressers, people with green eyes, may illicit a negative response from individuals who don't like them.
