Class One is defined; all other decisions are Class Two by default. Here is a clip from our Bylaws: "Classes of Issues to be Discussed and Decided. The decision-making process for amending the Documents or Dissolution of the Association is covered separately in Articles X and XI. All other issues to be discussed and decided are of two classes. Class I - Fiscal and Governance issues: annual budget; assessments; entering into a dispute procedure between the Association and a Member; decisions to buy, sell or encumber real estate, or to incur debt; election or removal of Officers and other elected positions; financial decisions involving more than an agreed-on amount [currently pegged at $1000]; delegation of Class I issues; any other matter determined to be appropriate by half of the Members present at a regular or special meeting. Class II issues are all other issues." Decisions on Class I issues require ten days advance notification to the Membership, and the presence in person of 51% of the households at the meeting. Similar to Class One, but defined separately in the Bylaws, are Amending the Documents, and Dissolution of the Association (however unlikely, it is necessary to define it).
