Another way to think of this as separating values from solutions. A basic
value is the safety of all residents -- then safety is ensured with various
solutions, lighting being one that may be considered.

I find that too often our discussions don¹t sort out the values or needs
behind the various solutions/opinions/needs/ideas being presented. One
person says A, another says X and instead of stopping to look at the values
or needs behind these two seemingly disparate statements, we go on to M, N,
P, Q, R, etc. and then throw up our hands because no one agrees and delegate
the decision to a team.
