Louise -I do not live in cohousing but have spent the past two months visiting many in the pacific NW I was just at a business meeting at Jackson Place a couple of weeks ago and they were trying to prioritize projects for the next year and they had a session where people could "stump" for potential projects. While I wasn't familiar with this term, it amounted to people standing up and telling the group about a project that they were interested in. In the weeks to follow, they needed to present the building committee with a proposal (including budget and schedule) and then to conduct 3 forms of communications about the project to the community at large to solicit/answer questions. At the following business meeting they were going to then vote for the projects (with little discussion since it was to have occurred previously) to complete within the year.
It seems like you could employ a similar process.This is a very simplified synopsis of the process, if you had questions I'm sure someone from JP could respond...i think I saw a posting this week from someone there.
