Many groups have a policy that non-equity members do have "decision-making
power" with the exception that they cannot block consensus. Since the goal
of consensus process is to avoid getting to the point where there is a risk
that someone will block, a good facilitator will be careful not to call for
consensus until the discussion strongly suggests that consensus already (or
finally!) exists. If the process is handled like this, it should not feel
like much of a limit on the "power" of any person involved in the
discussion--in your case, the non-equity members.
