 Composting on a community level

We have a 2 barrel Mantis tumbler outside the common house. Kitchen
waste tends to be high in nitrogen (greens) and low in carbon (browns).
It is usually too wet and not balanced to be able to compost. It would
be smelly meaning not enough oxygen, and soggy, so we have a garbage can
next to it to add sawdust with each bucket of kitchen waste. Shredded
newpaper is a brown, so is paper from the paper shredder.
