Right now at Catoctin Creek Village workshare is by member rather than
household.  Each memebr over the age of 12 I think has to do 4 hours of
workshare.  In my opinion If you did workshare by household that would kind
of penalize households with fewer members. [i.,e single parent house-holds.]
