You can take them and apply the tools you like (web decision log, project planning template, marketing database of people who have expressed interest, etc), or someone can take the tools and set up a web hosting service for those that do not have their own hosting already set up. The tools would probably require some expertise to set up, and those not technically minded could use the web hosting service if someone is interested in setting one up, but it only takes one technically minded person to set up the tools and host a group's site, and hopefully they can be designed and refined such that non-techies can use them easily. I'm a techie in a group that needs this... we don't yet even have a web site, but have talked about it.
