own rule of thumb is that if an agreement does not get used for 3 years, itis worth questioning whether you need it or not.
(I've lost the thread of who said this)How do you know if a rule "has been used"? A rule represents an agreement. If people are following the agreement, aren't they using the rule?
The fact that no one has had to "enforce" a rule isn't evidence that it is not in use.
