Hypothetical, and even more frustrating is when we find out on Tuesday that the town would like us to adjust our plans in X way. We are expected to present on Thursday. In addition to it being hard to decide if adjusting our plans is a reasonable accommodation, it is hard to figure out if we really NEED to decide quickly, or could we say "we are thinking about it, but haven't decided".
This is where professional help can ease the tensions. Who knows the answer? No one but someone who has had experience with your town. This is a very complex question and one that only a professional in YOUR area can help you with. And even with a professional -- s*** happens. The week you decide you need more time the town board could completely change its mind and say no new development -- that has happened more than once.
Real estate development is requires both a lot of planning and a lot of risk taking. And a lot of education. To do leisurely analytical thinking you have to know what to think about.
