Another idea, which is already happening in a few cohousing communities are
shared living units, where people live together as housemates within a
single cohousing unit, often paying a subset of rent for a bedroom, etc.
This is of course is a big step down in personal privacy, although depending
upon design it does not have to be. But again, designing a pre-built unit to
be "subleasable" has all kinds of issues and might even require some stealth
work in order to get this past the construction funders. Of course, what you
call a downstairs bedroom with separate bath and kitchen hookups can vary. I
know many municipalities allow and even encourage the development so called
"mother in law" apartments in order to increase lower income housing stock.
This can also help out owners with their mortgage payments, although again,
not usually officially. At Sharingwood we have several small, independent
rental units as part of some of  the houses, and in some cases, these
rentals are crucial for the owners ability to pay for their house.
