It's written using JSPs/XSL/SQL (has to be PostgreSQL) and a custom tag
library that is old and no longer maintained to do much of the heavy work. The
last part is the hard part to get away from and hard to decipher :-(

I'd release it as open source, except no one would be able to run it, which
would make it of limited value...
