Ask the city yourself. They have staff which are paid to know these things.
It might take a bit of calling to find the right person but this is someone
you will want to know anyway.

does anyone have info on this:

if one converts an apartment building into co-housing (like i'm doing in
oakland) ,  has there ever been an issue with zoning, by the city?  the
ownership will be by Tenants-in Common because converting to condos is not
allowed in oakland for more than 4 units.
