Emily asked: What do you mean when referring to control issues specifically with parenting? Parents not appreciating feed back from their neighbors? Neighbors feeding (etc) other peoples children in a way they werent' comfortable with? When you live in a group situation with kids, the parents of your kids friends have a great deal of influence over your child. You can not control this influence and sometimes the group norms are not your family norms. So for example, if a bunch of the other kids all watch a particular TV show, and your child is not allowed to do so, they can easily evade your control by going over to another kids house. Diet, TV, risk behaviors, sexual orientation (gay and lesbian parents) movies are much harder to control in community than outside. As a parent in community it is not really workable to say, I don't want you playing with so and so. This lack of control is hard for some parents.
