After construction we installed 4 large carpet squares to cover the wood flooring. It made a substantial improvement on the noise. We get the carpets cleaned every once and while and since they are in 4 parts, we also occasionally roll them up out of the way for dancing or other bare floor activities. It has turned out to be very cost effective noise control for us. Almost every community "value engineers" out (read eliminates for those not familiar with the jargon) the soundproofing or noise control features initially designed for the dining room. This is one of the biggest mistakes you can make. To have a usable meeting/dining room, it have to have comfortable acoustics, and that means some method of sound control. Do anything in your power to keep the money there for that important feature.
