Here's a link to one company that does custom stamps. Looks like the
USPS outsources this function. (See logo at bottom of page.) At first
glance, at this company it looks like the stamps cost $0.25-0.50 each
plus the amount of postage they represent. Perhaps quantity discounts
exist.
