At Oak Creek Commons, we have a consensus process modeled on the CT Butler method, and it does include a process for evaluating a block, which we have not been faced with since it was adopted about a year ago. It took a process lasting 6 months headed up by a task force that met almost weekly to "shepherd" this process through the group. First we obtained agreement on terms, then on high level concepts, then on a specific process (step by step to get to consensus). We are still in early days, and so far, the process is working fairly well, though it is still too cumbersome for simple decisions, and we don't have a good process for deciding what decisions can be made by a committee and whet decisions need to come back to the group. In practical reality, operational decisions are handled by the relevant committee (landscape, facilities, finance, etc) and policy and process decisions come back to the group. But, from time to time committees are criticized for stepping beyond their "decision space". The next big process on the horizon is to work out committee roles and scope of authority.
