Safety net in communities are necessary in the decision making process. It is most definitive to believe, we have made the best decision; when all view points have not been explored. A possible way to allow, for this adjustments are by use of rating system; Lower values on the rating system allow adjustment for higher values in contextual similarities. This method will is used in several forms of governance, but effectively used will result in balancing the decision being made.
