How did the ownership (control of use) of the large parcels of land
transfer from the persons named on the deeds to the persons who now
intend to zone it (control the use)? Did the former owners sell
scenic easements? Or do the persons voting for the zoning simply
claim it as a prize by right of military conquest?
You could advocate that the town make the zoning change decision by
consensus, with no fallback to voting in any guise.

so, then removing the ability to develop it can decrease it.
