no matter what you try to do, no matter how worthwhile, it would be a
surprise if there wasnt someone somewhere against it.

large landowners means what? do they have any more votes than anyone
else? if by large landowner you mean walmart then the large landowners
would want more density so they can have more customers. most
business owners want more density and this might be a lever for you.
