Although the learning curve is quite steep for initial setup, I think
Drupal is capable of doing everything you asked for. Check out
www.drupal.org and plan to hire a Drupal-er. This is beyond the
scope of the typical web developer (until they learn it)
It is really cool. Besides Mosaic commons, there are many thousands
of sites developed using Drupal. Oh, did I mention Drupal is free?
