Dear Catya:

It will get me somewhere good if later the HOA is sued by absentee owners for ignoring the law
or having to pay a penalty because the change was not done properly.

The fact that my spouse and I were bypassed along with 9 other HOA members
is sloppy and inconsiderate of all the owners.

It is, but focusing on the legal side of it probably won't get you
anywhere good.  How do the other 9 households feel about this?
