Hi,Our Bylaws state that undone work hours are addressed in the same way as unpaid condo fees (this was deliberately put into the Bylaws -- I know since I was on the Condo Docs committee!). We therefore can put a lien on someone's unit if they don't do the hours, even if they are current on condo fees. While presumably we won't come close to actually doing so, if these five households were in our community they could actually face liens for their refusal to participate. It makes enforcement (and negotiation) a lot simpler.

We have not been very successful in after marketing our homes to committed cohousers, and those who have sold have mainly been interested in moving to whatever is next. We have not had the problem of people not paying their participation dues, but we are entitled to put a lien on the property for HOA dues in arrears. Unfortunately, we have 5 out of 36 households that do not participate. Four are because of not being interested in cohousing per se, another is because of disillusionment with the community.
