Michael said, "Go meet the top man (or woman) of your candidate developers first and find out if they are interested in doing something different from their standard development process." I can't tell you how strongly I agree with Michael. Have conversations first. A cohousing group needs the developer much more than the developer needs a diverse group of potential homeowners.
