What I could see as a problem is people putting up solar panels where they are likely to cause problems down the road. Like in a place where a tree is going to shade them in 5-10 years. Or a neighbor is planning to put on a second floor that will shade it.
Things like this should go through architectural review just for this reason. People think that architectural review is for aesthetics but it is also about infringement on other people's rights and advisability of the person doing what they do.
